ANNEXATION QUESTION AND ANSWERS

 WHAT IS ANNEXATION?

Annexation is the method by which an unincorporated adjoining territory within the same county with a sewer district becomes a part of the sewer district (or more simply it is the method by which a given unincorporated area joins a sewer district.)

HOW IS ANNEXATION ACCOMPLISHED?

Annexation is accomplished by signing the petition for annexation to the Val Vue Sewer District that is being circulated in your neighborhood by a neighbor.

WHAT IS THE COST OF ANNEXATION?

Nothing, no cost shall be borne by the property owner for annexation.

WHAT BENEFITS WILL THE PROPERTY OWNER DERIVE FROM ANNEXATION?

After annexation the District will, upon request from the property owners, provide the following:
  1. A preliminary sewer design for the neighbor hood
    U. L. I. D. (Utility Local Improvement District)
  2. A preliminary cost estimate per each property owner
    within the boundaries of the U.L.I.D.
  3. Permit the property owners an opportunity to approve or reject implementation
    of a sewer system U.L.I.D through circulation of a ULID petition.

STEPS NECESSARY TO OBTAIN SEWERS

  1. ANNEXATION (3 to 6 Months)
    1. Circulate annexation petition
      1. Petition to be signed by owners of 60% of area
      2. Deliver to Sewer District
      3. District concurs and forwards to County Boundary Review Board
    2. King County Boundary Review Board holds Public hearing
      1. Hear Objections to Being Included
      2. Annexation Approved by Boundary Review Board
  2. UTILITY LOCAL IMPROVEMENT DISTRICT (U.L.I.D.) FORMATION (6 Months to 1 year)
    1. Comprehensive Plan adopted by Sewer Commissioners
    2. Specific Area: Studies made by Sewer District
      1. Feasibility
      2. Public Opinion
      3. Detailed Costs
      4. Individual Costs
    3. Improvement District Proposed
      1. Location
      2. Petition to be Signed by Owners of Over 51% of Area
    4. Utility Local Improvement District Hearing
      1. Preliminary Assessment Roll
      2. Individual Estimated Assessment Mailed to Property Owners
      3. Advertised in Local Paper
      4. Hear Objections to Being Included
    5. Sewer District Commissioners Form U.L.I.D.
      1. Consider Objections
      2. May Delete Portions
  3. ASSESSMENT ROLL COMPLETION (3 months)
    1. Sewer District Completes Construction Plans
    2. Assessment Roll Hearing
      1. Make Adjustments
      2. File Assessment Roll with King County Treasurer
  4. AWARD OF CONTRACTS (3 Months)
    1. Sewer District Sells Bonds

    1. First installment of assessments due one year after assessment roll filed.
    2. Monthly service charge starts 90 days after sewers are available for connection.
